Review Team Screen
The Review Team screen shows all receivers, reviewers, responders, approvers, and authorizers who are associated with an application. There are two types of review team members, those who are assigned (reviewers, approvers) and those who elect team membership by selecting an application from their work queue (receivers, responders, and authorizers). Current review status, assignment date, and contact information displays for all team members.
Review Team members can be Reassigned or Marked Complete for applications that have been received where the response has not yet been posted. Review Team members can Reassign or Mark Complete users selected on the Review Team window.
On the Review Team screen, the EPS Administrator clicks the link in the Level field to select the Review Team member that is being Reassigned or Marked Complete.
When the Level link is clicked, the Review Team member is selected and the EPS Administrator navigates to the “Reassign/Mark Complete” screen.
The Edit button appears for users authorized to add or edit Reviewers. Five levels are used to manage Reviewers, based on role: Receivers can assign Level 1 Reviewers (including themselves); Level 1 Reviewers can assign Level 2 Reviewers, etc. Reviewers must be assigned to the county or district that appears on the application.
Note: If receivers assign themselves as a reviewer, their status is set to Complete when the assignment is made.
Assignments can be modified while the status is Under Review. Changing a review assignment to another user changes the original Reviewers status to Mark Complete and logs an event to indicate the change.
New Review Team members display below original Review Team member with Status set to:
· Same status as original Review Team member had before reassignment was performed – for Receivers and Responders
· Assigned – for Reviewers and Approvers
The review status of the application is finalized after all Reviewers have completed the review. A Level 1 Reviewer cannot finalize their review until all level 2 reviews are finalized.
A Reviewer who has marked their review as being complete can be reassigned to the application should that Reviewer need to make changes to their review. For example, a Level 2 Reviewer can complete their review and the Level 1 Reviewer can then assign the application to the same Level 2 Reviewer again, creating an additional row on the Review Team page.
Responders and authorizers assign themselves to an application by displaying the Application Information screen and selecting the appropriate action, Build Response or Accept for Authorizer (after the responder performs the Send to Authorizer function).
Reviewer Selection and Assignment
At each reviewer level, the availability of reviewers for selection is based on user roles and specific business rules. The table below outlines the availability and restrictions for each level of Reviewer up to County and District level 2. Level 4 reviewers can assign other Level 4 reviewers and Level 5 reviewers, subject to a reporting hierarchy similar to that of previous assignment levels. As no reviewer levels exist beyond Level 5, Level 5 reviewers can only assign other Level 5 reviewers.
