Fee Information and Detail Screens
The Fee Information screens enable the assignment, edit, and deletion of fees for an application. Entry for applicants is optional. PennDOT will verify the entry and fee payment information during the review process.
Two PennDOT regulations govern the fees that are available for selection on an application. Regulation 459 contains Utility permit fees. Regulation 441 contains Driveway or Miscellaneous permit fees. It is possible that fees from both regulations may need to be selected for the same application. Therefore, when selecting fees, both sets of fees are available. If the permit type is Utility, the 459 fees display at the top of the list. The opposite is true for Driveways or Miscellaneous.
Multiple fees can be added to an application at one time. The number of units for each fee subsection must be entered before the fee can be applied to application. The default is 1.
Most Bridge Occupancy Licenses require an annual rental fee. This fee is based on the ultimate weight of the utility attached to the bridge; consistent with PA Code, Title 67, Chapter 459; listed on the license Fee Information screen. As such, the annual rental fee can only be modified by changing the Ultimate Weight, found on the Work Summary and Locations page of the license application. The federal Government, Commonwealth of Pennsylvania and Political subdivisions of the Commonwealth are exempted from annual rental. The system allows for this by selecting "exemption" fee(s) that set the annual rental fee to zero (0).
Three screens are used to add fee information to an application, view fee details and select available fees.
Fee Information Screen
The main Fee Information screen displays general information about the application. It can be used to:
· Add new fees to the application, by clicking Add Fee. The Fee Selection screen appears.
· Enter fee payment information for an application.
Fee Detail Screen
The Fee Detail screen can be used to:
· View or modify fee information for a specific fee by modifying field data and clicking Save or Save & Exit;
Blank fee amount fields are not the same as zero ($0.00) fee amount fields. Blank fields can be changed to any dollar amount; zero fields are always zero and should not be modified (these are usually exemptions; i.e., for government agencies).
Note: Fees and exemptions cannot be combined on an application. An error message displays upon saving if this is attempted. A decision to charge fees or exempt from fees must be made before the application can be submitted.
Fee Reference Screen
The Fee Reference screen provides a list of available fees for selection.
Selection screen results are sorted by Permit Group/Fee Section/Fee Sub Section/Fee Type Code. Clicking any column head sorts the data in ascending order; clicking the column head again sorts the data in descending order.
