Applicants, co-applicants, and engineering firms can link HOPs to a TSP application until the application has been submitted.

Receivers on behalf of applicants can link HOPs to a TSP application until the application has been received.

Reviewers can link HOPs to a TSP application while the application status is Under Review and the review status is Processing.

District responders can link HOPs to a TSP application while the application status is Building Response.
