Registering for an ECMS BPID
Before you or anyone in your organization can use ePermitting, your organization must first have a Business Partner ID (BPID) in the Electronic Construction Management System (ECMS). ECMS provides the security for ePermitting and many other PennDOT and Commonwealth systems and services.
If you do not have multiple people in your organization, do not plan to use ePermitting often, and/or do not need a BPID for other PennDOT and Commonwealth systems, there are other options for obtaining a BPID. Refer to Registering for ePermitting for more information.
Municipalities and County Planning Commissions must register for an ECMS BPID in order to use ePermitting.
There are two steps to registering for a BPID:
1. Fill out the agreement form and mail it to ECMS.
2. Register on-line.
Step 1: The Agreement Form
3. Go to the ECMS Home page.
4. From the menu on the left, click on Business Partner.
5. Click on the Registration link to access the Business Partner Registration page.
6. Select your Business Partner Type: Government Agency or Private Sector Organization. Note that if your organization is a Municipality, click on the Government Agency option. If your organization is a County Planning Commission, click on Private Sector Organization.
7. Click the Agreement link (.pdf). The agreement form, starting with the instructions, displays.
8. Right-click on the form and select Print to print out the agreement.
9. Be sure to read the instructions in detail.
10. Fill out the form.

Step 2: On-line Registration
1. Go to the ECMS Home page.
2. From the menu on the left, select Business Partner.
3. Click the Registration link. The Business Partner Registration page displays.
4. Click the Register button. The page will change for you to enter your information onto a series of tabs.
5. Click the General Info Tab.
6. Enter the Business Partner Name of your organization. Your Business Partner Name is what displays in ePermitting.
7. Enter the Federal ID Number, Phone Number and Email address of your organization.
8. Enter the Number of Employees at this Location.
9. Make the appropriate Doing Business As selection.
If you are a Municipality, select Municipality.
If your organization is a County Planning Commission, select Planning Partner.
10. Click the Legal Address tab.
11. Use the provided fields to enter the legal address of your organization.
12. Click the Mailing Address tab.
13. If your mailing address is the same as your legal address, click the Same as Legal Address check box. Otherwise, use the provided fields to enter your mailing address.
14. Click the Administrator Info tab.
15. Enter the name and contact information for the person assigned as the ECMS Security Administrator for your organization. Your Security Administrator is the person who has the ability to create, edit, and delete ePermitting users within your organization. Once registration is complete, an e-mail will is sent to the ECMS Security Administrator's e-mail address. That e-mail contains the initial Business Partner approval information as well as the initial user ID and password for ECMS.
16. Click the Authorized Signatory tab.
17. Enter the information for the person who signed the agreement and the person who attested to the signing.
18. When you are finished with the fields on all the tabs, click on the Submit button. You are prompted to confirm that you want to submit this form to PennDOT.
19. Click the OK button. A prompt displays informing you that your registration was submitted successfully.
Note: Your registration will be incomplete until the agreement form is received and approved by PennDOT. Once the paperwork has been approved, your ECMS Security Administrator will receive an e-mail with your new ECMS User ID and password.
