ePermitting System User Roles

Users log onto ePermitting with their ECMS user ID and password. The system authenticates the user based on their ECMS credentials. All users of ePermitting must have a valid ECMS user ID.

ECMS Business Partners

External users must have a valid ECMS Business Partner ID (BPID). Business Partners (BP) are utilities, municipalities, developers, engineers, project site inspectors who may be assigned the roles of Applicants, Co-applicants, Engineering Firms, BP Department Reviewers, or BP Inspector.

Each Business Partner in ECMS must assign at least one ECMS user in their firm to be a Business Partner Security Administrator for their firm. These users administer security for their firm. The access rights of a BP Security Administrator are based on the user's BPID.

PennDOT Users

Internal users include those with the roles of County, District, Central Office, or Federal Highway Administration staff. Internal users must have a valid ECMS Work Unit Code. Security Administrators will administer security for all internal users.

The access rights of County, District, or Central Office Security Administrators are based on their ECMS Work Unit Code.
